The International Conference on Taxpayer Rights (ICTR) was founded in 2015 by Nina E. Olson, who was then the National Taxpayer Advocate (NTA) and is now the Center’s executive director. The Conference connects experts from diverse disciplines including government, law, economics, psychology, anthropology, and sociology, to explore how taxpayer rights globally serve as a foundation for effective tax administration and a means to promote voluntary compliance with the tax laws.
Each year a different organization hosts the conference in its home country. In 2022, the 7th International Conference on Taxpayer Rights will be held online only from 18 to 20 May, 2022, hosted by Harvard Law School. The theme of the 7th Conference is Tax Collection and Taxpayer Rights in the Post-COVID World. The International Bureau of Fiscal Documentation (IBFD) serves as Technical Advisor to the Conference, and sponsors include Tax Analysts, the American College of Tax Counsel, and Caplin & Drysdale, LLC.
