International Conference on Taxpayer Rights

The International Conference on Taxpayer Rights (ICTR) was founded in 2015 by Nina E. Olson, who was then the National Taxpayer Advocate (NTA) and is now the Center’s executive director.  The Conference connects experts from diverse disciplines including government, law, economics, psychology, anthropology, and sociology,  to explore how taxpayer rights globally serve as a foundation for effective tax administration and a means to promote voluntary compliance with the tax laws.  

Each year a different organization hosts the conference in its home country.  In 2022, the 7th International Conference on Taxpayer Rights will be held on 18 to 20 May, 2022, at Harvard Law School (and also online).   The theme of the 7th Conference is Tax Collection and the Protection of Taxpayer Rights.   The International Bureau of Fiscal Documentation (IBFD) serves as Technical Advisor to the Conference, and sponsors include Tax Analysts and Caplin & Drysdale, LLC.

Taxpayer Rights, Human Rights: Issues for Developing Countries

The 6th International Conference on Taxpayer Rights was held on 05 through 09 October 2021 via an online format.  The African Tax Institute of the University of Pretoria, South Africa is the host of the conference.  The theme of the conference was Taxpayer Rights, Human Rights: Issues for Developing Countries.

Panel topics included:

  • Taxpayer rights as human rights;
  • Taxation as a means to achieving Sustainable Development Goals (SDGs) in Africa and other developing countries;
  • Independent administrative appeals and the promotion of integrity and fairness in the tax system;
  • The role of legal privilege in the protection of taxpayer rights;
  • Digitalization of tax administration and the implications for protection of taxpayer and human rights;
  • Barriers to access to justice and their impact on achieving Sustainable Development Goals.
There was a free workshop on the role of Tax Clinics and Taxpayer Ombuds/Advocates in achieving access to justice and protecting taxpayer rights of underrepresented populations.
