The International Conference on Taxpayer Rights (ICTR) was founded in 2015 by Nina E. Olson, who was then the National Taxpayer Advocate (NTA) and is now the Center’s executive director. The Conference connects experts from diverse disciplines including government, law, economics, psychology, anthropology, and sociology, to explore how taxpayer rights globally serve as a foundation for effective tax administration and a means to promote voluntary compliance with the tax laws.
Each year a different organization hosts the conference in its home country. In 2023, the 8th International Conference on Taxpayer Rights will be held in-person and online from 24 to 26 May, 2023, in Santiago, Chile. The theme of the 8th Conference is Access to Justice: Judicial Review & Alternative Dispute Resolution. The International Bureau of Fiscal Documentation (IBFD) serves as Technical Advisor to the Conference, and sponsors include Tax Analysts, the American College of Tax Counsel, and Caplin & Drysdale, LLC.

The 8th International Conference on Taxpayer Rights was held on 24 through 26 May, 2023 in Santiago, Chile. The theme of the conference was Access to Justice: Judicial Review & Alternative Dispute Resolution.
Panel topics included:
Access to judicial review: the collective interest vs. fundamental personal rights;
Judicial review of tax matters by specialized, administrative, & general courts;
Judicial review in cross-border tax disputes;
Alternative dispute resolution;
Deprivation of judicial review;
Judicial review in non-tax fora.
The conference will also include an update on the Observatory on the Protection of Taxpayer Rights and a Current Developments update.
In conjunction with the conference, there was a free workshop on 24 May 2023 on the role of Tax Clinics and Taxpayer Ombuds/Advocates in protecting taxpayer rights in promoting access to justice.
