International Conference on Taxpayer Rights

The International Conference on Taxpayer Rights (ICTR) was founded in 2015 by Nina E. Olson, who was then the National Taxpayer Advocate (NTA) and is now the Center’s executive director.  The Conference connects experts from diverse disciplines including government, law, economics, psychology, anthropology, and sociology,  to explore how taxpayer rights globally serve as a foundation for effective tax administration and a means to promote voluntary compliance with the tax laws.  

Each year a different organization hosts the conference in its home country.  In 2021, there will be two conferences, in Athens, Greece in May 2021, and in Pretoria, South Africa, in October 2021 and hosted by the African Tax Institute of the University of Pretoria.   The International Bureau of Fiscal Documentation (IBFD) serves as Technical Advisor to the Conference, and sponsors include Tax Analysts and Caplin & Drysdale, LLC.

5th International Conference on Taxpayer Rights

Quality Tax Audits & the Protection of Fundamental Rights

27 – 28 May 2021

Athens, Greece

The 5th International Conference on Taxpayer Rights will be held on 27 and 28 May 2021 in Athens, Greece.  The theme of the conference is Quality Tax Audits and the Protection of Fundamental Rights.

 

Panel topics include:

  • Foundational audit principles and applicable taxpayer rights;
  • Audit selection techniques;
  • Case studies in the conduct of tax audits;
  • Cross-border cooperative audits and taxpayer rights;
  • Impact of audits on future compliance;
  • Criminal investigations and civil tax audits; and
  • Role of freedom of information legislation, media, and NGOs in investigating taxpayers and tax agencies.

 

A pre-conference Low Income Taxpayer Clinic workshop will be held on 26 May 2021, which will address challenges in creating and operating clinics as well as the issues faced by low income, small business, and self-employed taxpayers in pandemic economy.

The 6th International Conference on Taxpayer Rights will be held on 06 and 07 October 2021 at the University of Pretoria in Pretoria, South Africa.  The African Tax Institute is the host of the conference.  The theme of the conference is Taxpayer Rights, Human Rights: Issues for Developing Countries.

Panel topics include:

  • Taxpayer rights as human rights;
  • Taxation as a means to achieving Sustainable Development Goals (SDGs) in Africa and other developing countries;
  • Independent administrative appeals and the promotion of integrity and fairness in the tax system;
