International Conference on Taxpayer Rights

The International Conference on Taxpayer Rights (ICTR) was founded in 2015 by Nina E. Olson, who was then the National Taxpayer Advocate (NTA) and is now the Center’s executive director.  The Conference connects experts from diverse disciplines including government, law, economics, psychology, anthropology, and sociology,  to explore how taxpayer rights globally serve as a foundation for effective tax administration and a means to promote voluntary compliance with the tax laws.

Each year a different organization hosts the conference in its home country.  In 2024, the 9th International Conference on Taxpayer Rights will be held in-person and online from 04 to 06 June, 2024, in Antwerp, Belgium, hosted by the DigiTax Centre at the University of Antwerp.   The theme of the 9th Conference is Toward a Digital Taxpayer Bill of Rights.   The International Bureau of Fiscal Documentation (IBFD) serves as Technical Advisor to the Conference, and sponsors include Tax Analysts and Caplin & Drysdale, Chartered.
